Pressing Issues
The most pressing issues affecting Russian speakers in Estonia are education and citizenship policies. The Russian language has no official status in Estonia. While education in Russian is possible in basic schools (grades 1-9), it is limited to 40% of the curriculum in secondary schools (grades 10-12). In the sphere of citizenship, restrictive policy disenfranchised most Russian speaking residents in the early 1990s. Many still lack citizenship and live with a Russian citizenship or remain stateless with an "undetermined status". As of 2019, 70,196 are stateless persons and 80,972 are citizens of the Russian Federation.
