Horizon Europe is the European Commission's (EC's) latest research and innovation framework program. With a budget of €95.5 billion over seven years (2021 to 2027), it is the largest research and innovation funding program in the world.

Negotiations on Canada’s association to Pillar II of Horizon Europe concluded in November 2023 (Joint Statement).
From the Mission of Canada to the European Union:
- The EC confirmed that as of December 4, 2023, Canadian researchers are considered “associate country participants” within Pillar II of Horizon Europe (as part of an EC transitional arrangement for Canada).
- Canadians can apply as beneficiaries and receive grants directly from the European Commission once provisional application begins, likely Q3 2024. Given application processing timeframes, Canadians are strongly encouraged to APPLY NOW to be considered in the review period in 2024.
- All Canadian innovators are encouraged to participate in Horizon Europe.
- In Horizon 2020, Horizon Europe's predecessor, Canadian participation was the third largest outside the continent, behind the US and China, primarily in researcher mobility and calls in Health, Food, Transport and Climate. Horizon 2020 funded more than 7,500 collaborative projects with participants from 149 countries.
