Expert and practitioner in labour market policy and program evaluation. 28 years of public service, executive at HRDC, the Privy Council Office, Heritage Canada. Work has ranged from competition policy analysis to the evaluation of immigration, employment, unemployment, public pensions, cultural and heritage programs, to horizontal policy management and policy capacity building at the Privy Council Office. Did doctoral studies at Oxford University and a MA and Honours BA from the University of Calgary. He is also an adjunct professor at Wuhan University in China.
