Helen CooperHelen Cooper is a Senior Manager with the Ministry of Community and Social Services (MCSS) at Queen's Park involved with program implementation for develpmental and intervenor services. She previously served as District Manager with the Ministry of Labour in Kingston, as Early Years Community Coordinator for Kingston, Frontenac and Lennox & Addington and as a member of the Advisory Council of the Nuclear Waste Management Organization based in Toronto.

Ms. Cooper's work history includes several years of consultancy offering strategic planning facilitation for municipal governments and other public organizations such as university departments and community hospitals. She has also taught at the School of Urban & Regional Planning at Queen's and was Planner in Residence at the University of Waterloo in 1997. Ms. Cooper was Chair of the Ontario Municipal Board from 1993 to 1996, Mayor of the City of Kingston from 1988 to 1993 and City Councillor from 1980 to 1988.
