Create a Menu Tab That Does Not Have A Page Associated With It

Site Administrators can create a menu tab that does not have a page associated with it.

Editors, Publishers and Site Administrators can also create a menu tab using the Create a Pageprocess.  This process  creates a page that is part of the menu tab.  This page could be used for a description or an index to subpages.
